The aims of the Directive

The Directive has three main objectives:

  • to harmonise the European market for biocidal products and their active substances ,
  • to provide a high level of protection for people, animals and the environment (from the use of biocidal products) through risk assessment. This requires the submission and evaluation of data relating to substances’ chemistry, toxicity to humans, and toxicity and fate in the environment;
  • to ensure products are sufficiently effective against the target species.


Biocidal products are: 
Active substances and preparations containing one or more active substances, put up in the form in which they are supplied to the user, intended to destroy, deter, render harmless, prevent the action of or otherwise exert a controlling effect on any harmful organism by chemical or biological means.

What types of products are covered under biocidal directive?
The scope of the BPD is very wide, with four main groups containing 23 different product types. The four main groups are: 

  • disinfectants - for home and industrial use;
  • preservatives - for manufactured and natural products;
  • pest control products;
  • other biocidal products, eg vertebrate control and other specialised products.


PT3 is the category of Veterinary Hygiene Biocidal Products, including:

  • Disinfectants used in areas in which animals are housed, kept or transported,
  • General disinfectants used on animals

CID LINES teat dips registered as biocides comply with the biocidal regulation: toxicity studies have been realised and bactericidal efficacy has been proven according to the official tests norms.
